He graduated from the Kharkov Law Institute as «lawyer». In 1976 he graduated from the graduate department of the civil rights of the same institute. Doctor of Law (in 1977 he defended his PhD thesis on «Joint and several liability for joint damage»). In the 1996-1998 GG – Deputy Chairman of the Verkhovna Rada (the Supreme Council) of Ukraine. The Deputy of Verkhovna Rada of Ukraine (2002-2006). Ex-chairman of the party «Forward, Ukraine» (1999-2000, 2001-2007). The first representative of the President of Ukraine in the Verkhovna Rada. Board Member of the «Ukrainian Forum». Founder and head of the Legal Center «Musiyaka & Partners».
